William Spencer

Bill retired from NSA this fall as it's first formally designated Chief Knowledge Officer, where he was responsible for direction, design, and overall cognizance of strategies, policies, and practices relating to the creation, identification, use, transfer, and application of knowledge as a resource across the enterprise.

Including four years in the Army, Bill had 31 years of experience in a variety of technical, operational and managerial positions. Over his last six years of service, he combined the skills and approaches of Quality Management, Organizational Development, and Knowledge Management to improving the effectiveness of the organization. His academic background includes a BS in Psychology from Duke University, an MA in Management and Supervision from Central Michigan University, and an MS in Applied Behavioral Science from Johns Hopkins University. He is also a graduate of the Johns Hopkins Fellows in Change Management Program.
