Areas of Expertise:
Mr. Starsia is an expert in the areas of budgeting and finance, strategic planning and project management. As Senior Associate Dean for Administration and Executive Director of the McIntire School Foundation, Mr. Starsia's professional responsibilities include managing the budget, business operations, and information technology. Before joining the McIntire School, he founded and managed a real estate and construction company involved in providing design/build and build-to-suit services to the commercial and medical communities. He recently defended his dissertation and earned a Ph.D. in higher education administration, with a concentration in management and planning. His areas of research interests include strategic planning, project management, strategic finance and IT, complexity, operations management, and strategy in both the private sector and higher education.
